2PR — engine changelog

Every horse's rating carries the engine version that produced it — currently v3.1. When we find a problem, we fix it, note it here, and move the version on. What we fixed is public; how the engine works stays in the vault. Prediction-layer changes (today's figures, win chances, the Feckalyser) live in their own changelog.
